This is accomplished because the colored part of a circle lens contact extends over the iris thus making the colored part of the eye seem bigger.
Color contacts usually means lenses that change or enhance only the color of the eye and not attempt to change the size of the iris. Color contacts come in both non-prescription or plano and prescription or vision correcting strength. They are made by most big contact lens makers and are marketed under brands such as Acuvue Colours and FreshLook Color Blends.
