They can be as most all Circle Lenses are colored but generally these terms mean different things to most contact lens buyers.  Circle lenses are colored contacts that are also larger than normal contacts.  They were made popular in Asia and are made specifically to make the wearer's eyes appear larger.  This is accomplished because the colored part of a circle lens contact extends over the iris thus making the colored part of the eye seem bigger.

Color contacts usually means lenses that change or enhance only the color of the eye and not attempt to change the size of the iris.  Color contacts come in both non-prescription or plano and prescription or vision correcting strength.  They are made by most big contact lens makers and are marketed under brands such as Acuvue Colours and FreshLook Color Blends.

The short answer is anywhere between $19.95 for a pair of cheap color contacts and up to $60 plus for a pair of quality colour lenses.  Like anything else you get what you pay for and of course the cost of color contacts varies dramatically as with many other vision products.  The biggest differentiator is if the color contact lenses are prescription strength, meaning they correct a persons vision or non-prescription contacts or 'plano' meaning they are zero power and cosmetic only.  Prescription contact lenses always cost more than non-prescription contacts... always.  Lenses such as Freshlook and Acuvue 2 Colours usually cost more than their similiar non-color contacts counterparts.
