First of all when discussing color contacts and a prescription it's important to distinguish between the 2 major types of color contacts. Those that correct vision and those that simply change a person's eye color. Vision correcting color contacts require a prescription (same country delivery) to determine how much correction is required. Color contacts that only change eye color should also be fitted by a trained eye doctor so that they can determine baseline and curvature so that the lenses will fit properly.
Is it perfectly legal to order color contacts on-line without a prescription if you live in the United States? It is not legal for a US based company to sell and ship color contacts to a US address without a prescription. That means a possible alternative source to buy color contacts, like many prescription drugs, could be Canada and the UK.

Non prescription color or colored contacts are becoming increasingly popular. They are available in a wide array of colors and patterns. Technically these contacts should not be ordered online without a prescription even though many are sold that do not correct vision.
